Earnings and pre-tax premium payments are subject to ordinary income tax at withdrawal. Withdrawals prior to age 59½ are generally subject to a 10% IRS penalty tax. A charge may be assessed against the annuity value if a withdrawal made during the withdrawal period exceeds the free amount.
